Local Innovative Technology Advances BC's Marine Industry Onto The Global Market

November 13, 2002
Vancouver, British Columbia

Stephen Owen, Secretary of State (Western Economic Diversification) (Indian Affairs and Northern Development) today announced contributions of $554,000 in federal government funding to the Western Marine Community Coalition (WMCC) to demonstrate the applicability of the Automatic Identification System (AIS) network through five selected projects.

This system is a development of technologies and solutions for wireless and land base communication and data systems and services. It is a local solution that complies with the mandate established by the International Maritime Organization (IMO), the international organization responsible for measures to improve the safety of international shipping. The IMO also has required that all new passenger and cargo ships carry AIS transponders, in a phased-in schedule, starting in 2002.

"The local AIS program will provide an opportunity for Canadian technologies to shine as world leaders in technological advancement in the marine industry," said Stephen Owen. "The knowledge and experience that is gained provides British Columbia an innovative edge in providing goods and services to the domestic and international AIS market."
"The development of AIS will mean enhanced safety and security for the Canadian shipping industry", said the Honourable David Collenette, Minister of Transport. "AIS provides integrated electronic navigation for the marine industry."

"The Canadian Coast Guard has been actively involved since 1998 in the planning and implementation of the initiative and plays an integral role in the development of this technology," said Robert Thibault, Minister of Fisheries and Oceans.

The WMCC is conducting five projects to provide operational feedback on the effectiveness of the AIS in various forms and situations. These projects are being run in order to support and improve the safety, efficiency, accessibility and sustainability of Canada's national transportation system.

"This new marine technology will provide the commercial marine industry with a safer and more efficient means of transport", said Bill English, Program Manager, WMCC. "This is also a great opportunity for new markets to be opened up for Canadian technologies and services".

Over the last two years, Western Economic Diversification Canada provided $310,000 and Transport Canada contributed $144,000. The Department of Fisheries and Oceans, through the Canadian Coast Guard, contributed $100,000 last year.

The WMCC is a not-for-profit organization that has been active in BC's maritime industry since 1995. Its members consist of a broad cross-section of marine industry interests including both public and private representatives. Its mission is to facilitate government and marine users working together to implement safe, sensible and efficient solutions to enhance safety of life, and protect property and the environment at a cost that is fair, reasonable and affordable.
