Canada Celebrate Saskatchewan Funds 314 Centennial Projects

September 30, 2005
Regina, Saskatchewan

Upgrades to the community hall in Grandmother's Bay and the conversion of an old hall into a youth drop-in centre at Hall Lake will be similar to work underway in other communities across the province with $4,557,513 invested in 314 projects under the federal Canada Celebrates Saskatchewan centennial capital initiative.

Ralph Goodale, Minister of Finance, and Stephen Owen, Minister of Western Economic Diversification and Minister of State (Sport) announced the investments today. Through the Canada Celebrates Saskatchewan initiative, more than $9 million has been invested to date in projects for more than 660 communities.

" Today's projects represent individual communities celebrating their accomplishments from the past century and building toward the future , " said Minister Goodale. "The Government of Canada invests in local infrastructure priorities to build strong, sustainable communities ."

"As we move into the autumn of Saskatchewan's centennial year, Western Economic Diversification Canada is pleased to create lasting legacies in so many Saskatchewan communities," said Minister Owen. "These projects will be enjoyed by future generations and contribute to economic development at the local level by increasing the use of local facilities, attracting visitors and tourists, and increasing quality of life for community residents."

With today's investment, Birch Hills is upgrading its civic centre, Canoe Lake Cree First Nation will build an outdoor stage, the Northern Village of Denare Beach will work on the Denareplex Community Centre, Zenon Park will upgrade its museum-art gallery facility and the Rural Municipality of Maple Bush will improve Palliser Regional Park . Lac La Ronge Indian Band will use its $88,640 investment to benefit residents in eight First Nations communities.

Canada Celebrates Saskatchewan was a community-based, grassroots initiative. Communities were asked to identify priority projects that will benefit residents. Eligible applicants could combine resources and make a joint application to benefit from the same project. Community groups, such as park boards or museum societies, were encouraged to work with eligible applicants to develop projects to enhance community assets.

Announced in December 2004, Canada Celebrates Saskatchewan commemorates Saskatchewan's 100 th birthday. It was a province-wide initiative that enabled communities to improve quality of life through capital projects and increased economic activity.

Funding for this initiative was provided for in Budget 2005.

Canada Celebrates Saskatchewan (CCS) is a Government of Canada initiative to commemorate and celebrate Saskatchewan's centennial in 2005.

Through CCS, Western Economic Diversification Canada will deliver $36.8 million in federal centennial funding allocated to capital legacy projects. Fourteen million dollars have been set aside for municipalities and First Nations communities outside of Regina and Saskatoon.

Communities will also be able to acquire assets for public use and that benefit the community.

The program provides one-time contributions of up to 100 per cent of total project costs to the maximum approved for the community. Funding is on a per-capita basis (based on the 2001 census and the 2001 Aboriginal Peoples Survey) of $20 per person for communities of over 300 people. Smaller communities are eligible to receive funding as follows:

  • Population under 100 : $2,000 per community
  • 101-200 Population : $4,000 per community
  • 201-300 Population : $6,000 per community

An information package was distributed to 887 Saskatchewan communities immediately following the December 2004 announcement. The application deadline was extended to July 31, 2005.
