Seventeen communities benefited today from the announcement of $5.6 million in community infrastructure projects approved through the Infrastructure Canada-Alberta Program (ICAP).
Stephen Owen, Secretary of State (Western Economic Diversification) (Indian Affairs and Northern Development), together with Ed Stelmach, Alberta Transportation Minister, made the announcement today.
"These investments represent a key component of the Government of Canada's sustained support for Canadian communities," said Secretary of State Owen. "Affordable housing, road upgrades and reliable, clean water facilities - these are the underpinnings that make stronger communities across Canada."
"The Government of Alberta is committed to providing quality infrastructure in our communities," said Minister Stelmach. "ICAP is grassroots-driven and responds to the infrastructure priorities identified by each community. Municipalities are also represented as full and equal partners on the program's management committee."
Some of the projects approved for funding today include Calgary's Manchester affordable housing initiative as well as the Education Centre component of the Epcor Centre for the Performing Arts. Additional projects in other areas include construction of a new sewage lift station in the County of Newell, upgrading the civic centre in the Town of Cardston and providing the Town of Sundre with a new storm water management system.
To date, 534 projects worth approximately $442.4 million have been announced in Alberta under the program. Over the program's life, ICAP will help direct at least $508 million in federal, provincial and municipal funding toward municipal water and wastewater systems, municipal roads, bridges and transit, affordable housing, solid waste disposal and recycling, tourism, cultural or recreation facilities, or projects to improve energy efficiencies of municipal buildings. ICAP is a partnership between the federal, provincial and municipal governments, and in some cases, private-sector organizations.
Under ICAP, the federal and provincial governments provide up to two-thirds of the funding for eligible costs. Partnering communities provide the remaining one-third of project funding. The federal and provincial governments together provided $3.1 million toward the $5.7 million announced today.
The ICAP Management Committee approves the projects and is composed of representatives from the Governments of Canada and Alberta, the Alberta Urban Municipalities Association (AUMA) and the Alberta Association of Municipal Districts and Counties (AAMD&C).
"Infrastructure needs are always great in our member municipalities," said John Trefanenko on behalf of the AUMA. "The Infrastructure Canada-Alberta Program provides a welcome funding boost to support important infrastructure-related projects."
"The funding support offered by ICAP allows our member municipalities to take on needed infrastructure improvements," said Eugene Wauters on behalf of the AAMD&C. "Infrastructure is a high priority for municipal districts and counties."
The Infrastructure Canada-Alberta Program agreement was signed Oct. 10, 2000. Funding for ICAP was provided for in the February 2003 federal budget.

1st Street East Paving - $67,533
Applying asphalt on 1st Street between Railway Avenue and 1st Avenue will improve safety for pedestrians and extend the life of the roadway.

Sewer Main Installation and Enhancements - $89,866
Improving the sewer system will reduce the flood risk for families living in Big Valley. The project includes installing new mains with residential tie-ins along portions of 3rd Street and 2nd Avenue and replacing the pavement and sidewalks.

EPCOR Centre for the Performing Arts (ECPA)
– Education Centre - $524,094
The visibility of Calgary’s performing arts is getting a boost with the creation of a new Education Centre at the EPCOR Centre for the Performing Arts. The City of Calgary estimates that the Education Centre, which includes a resource centre, classrooms and meeting rooms, will draw an additional 36,000 annual visitors to the facility.

Site Infrastructure and Development
– Manchester Affordable Housing - $1,000,000
This project features the construction of basic infrastructure, including water and sewer services and gas lines, to support the development of 200 affordable housing units for Calgary residents. Workers will also install new curbs, gutters, sidewalks and streetlights and improve landscaping on the site.

Civic Centre Upgrade $76,210

2003/2004 Energy Efficiency Improvements - $25,455
This project includes several upgrades to municipal buildings that will reduce consumption of electricity and heating fuel. A new, efficient swimming pool heater will also be installed.

Sewer Upgrade and Extension - $134,366
Over 100 Glenwood homes will receive higher-quality wastewater treatment thanks to a new eight-foot sewer line from the main system to the lagoon and extensions to existing sewer lines. The upgrades will also accommodate future growth in the village.

Wimborne Road Upgrade - $749,428
Kneehill residents and visitors to the area will experience safer driving conditions and better traffic flow due to a four-kilometre reconstruction of Wimborne Road that will increase the width of the road base.

Airport Pumping Station Pump Upgrade - $83,620

Lake Newell Sewage Lift Station & Force Main - $1,335,360
This project is the construction of 200mm - 250mm forced main from Lake Newell to the Town of Brooks; it will connect more than 700 homes to the municipal wastewater collection and treatment systems. The upgrades will improve the quality of life for many area residents as well as safeguard the environment through an improved sewage system.

Three Hills Campground Upgrade – Phase I - $50,447
This project features the construction of a new sanitary dumping station in the Municipal Recreation Park capable of handling 2,500 trailers every year. Area residents will benefit from increased tourism traffic and access to better recreational facilities.
